Управление и контроль являются элементами единой организационной концепции, определяющей совместные решения и действия всех организаторов и команд, работающих на объектах и на их территории, как на этапе планирования, так и во время проведения Игр. ОКОИ может создать функциональное подразделение «Управление и контроль» для руководства этим процессом. Во время Игр это подразделение отвечает за управление и контроль всеми аспектами Игр, координация осуществляется в основном через Центр управления Играми.

Command and control refers to the concept of forming the organizational framework for integrated operations and decision making, during both planning and Games operations periods, by all organizers represented at the venues, precinct and other operational teams. The OCOG may establish a Command and Control function to manage this. During the Games time, this function is responsible for implementing Games-wide command and control, primarily coordinated through the Main Operations Center.

Задача ФНД «Управление, контроль и координация» заключается в разработке и внедрении системы управления Играми (принципы, оргструктура, процессы, инструменты), которая обеспечит эффективное принятие решений и хорошо скоординированное взаимодействие всех организаторов Игр до, во время и после Игр. Данная задача относится и к Олимпийским, и к Паралимпийским играм.
